There is a plastic bag sewn inside the “reusable, breathable eco-fabric planter box”.
Am I supposed to rip it off?

It is plastic. I pour water into it and the liquid is retained. (Also the “box” is very small. Still too big for the paltry amount of potting soil provided.)
